Install New Module Button Absent in New Drupal 7 Install

For you drupal 7 programmers out there, if you create a new Drupal 7 website and immediately upon installation, you do not have the the “+ Install New Module” button visible, there is an easy way to correct this.   We have found that for some reason, Drupal 7 requires that during installation the “Check for Updates Automatically” be checked in order for this button to appear.

So if you have made a fresh new installation of Drupal 7 and can’t figure out why you can’t seem to add a new module to your setup, try re-installing drupal with the option to check for updates automatically enabled.  We are not sure if this was supposed to occur, but this is the solution we have found.

Assuming you have not made many configuration changes and adjustments to your current drupal site, reinstallation is easy.  Simply remove all of the database tables of your current drupal 7 installation and then go through the install.php process again.
