Unfortunately, Google no longer offers their 50 email accounts, or even 10 email accounts for free. As of December, 2012, you are now required to pay to be a part of their app service for business. Wired covered this announcement. It is too bad as there is really nothing comparable out there at this time. For now, people are stuck working with the free email that their hosting provider offers (without the high quality spam prevention service) or paying google 5$ per user per month. A steep price for many small businesses that are looking for low hosting costs. I suspect some competition is going to shoot up very quickly offering a comparable free email service.

Currently Zoho mail is the closest competitor that offers email account for free (currently 3 users in the free platform). I recommend starting there until further competition arises.
